Calling Proposals to Manage Commercial Plantation/ Agri-business

Government has made a policy decision with the objective of effectively utilizing the plantation lands for the development of export oriented sustainable agriculture including agro-processing and value addition while promoting domestic entrepreneurship. Accordingly, in February 2024, the Cabinet of Ministers appointed an Expert Committee to identify tasks such as identifying unutilized/ underutilized plots of lands (of extent 300 acres or beyond) belonging to institutions such as Janatha Estates Development Board and Sri Lanka State Plantation Corporation in assisting the government to lease out to the private sector investors on long term basis, and proposing suitable crops/ land use for such lands. Accordingly, the Expert Committee with the support of such institutions have already identified some lands and the Non Cabinet Ministry of State Plantation Enterprise Reforms has initiated survey mapping of those lands to call proposals. The Expert Committee has also prepared Draft Request for Proposals and the general guidelines for the investors. The ministry has taken action to appoint Cabinet Appointed Procurement Committee (CAPC) and a Technical Evaluation Committee (TEC) to undertake the process. The Ministry expects that it will be able to call proposals by the end of May 2024 with the survey maps expected by that time.


Woodside Estate

Woodside estate is owned by Sri Lanka State Plantation Corporation and located at Meda Mahanuwara in Kandy district. Total land extent of the estate is around 472.75 hectares. Under the Management of Commercial Plantation programme it is expected to lease out around 450 acres.



Waithalawa Estate

Waithalawa estate is owned by Sri Lanka State Plantation Corporation and located at Meda Mahanuwara in Kandy district. The total land extent of the estate is 552.05 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 300 acres.


Cottaganga Estate

Cottaganga estate is owned by Sri Lanka State Plantation Corporation and located at Rangala in Kandy district. The total land extent of the estate is 1059.81 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 300 acres.


Nicholoya Estate

Nicholoya estate is owned by Sri Lanka State Plantation Corporation and located in Rattota in Matale district. The total land extent of the estate is 281.63 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 300 acres.


Nagasthenna Estate

Nagasthenna estate is owned by Janatha Estates Development Board and located in Nawalapitiya in Kandy and Kegalle districts. The total land extent of the estate is 506.42 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 694 acres.


Kandaloya Estate

Kandaloya estate is owned by Janatha Estates Development Board and located in Nawalapitiya in Kandy district. The total land extent of the estate is 989.93 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 439.1 acres.


Mount Jean Estate

Mount Jean estate is owned by Janatha Estates Development Board and located in Ginigathhena in Kandy and Kegalle districts. The total land extent of the estate is 301.67 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 300 acres.


Galleboda Estate

Galleboda estate is owned by Janatha Estates Development Board and located in Nawalapitiya in Kandy district. The total land extent of the estate is 712.50 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 350 acres.


Nelawulla Estate

Nelawulla estate is SLSPC leased land to State Owned Elkaduwa Plantations Ltd. and located at Ridigama in Kurunegala district. The total land extent of the estate is 358 hectares. Under the Management of Commercial Plantation programme it is expected to lease out approximately 300 acres.

Bopitiya and Deltota Estates

Bopitiya and Deltota estates are owned by Janatha Estate Development Board and located at Deltota in Kandy district. Under the Management of Commercial Plantation programme it is expected to lease out approximately 312 acres.
