Studied at Royal College, Colombo, Hon Ranjith Siyambalapitiya’s academic journey saw him earning a Bachelor of Science in Business Administration from the University of Sri Jayewardenepura, followed by a Doctorate in Public Administration from the University of Costa Rica. This solid educational foundation has greatly contributed to his effective governance and policy-making abilities.

Hon. Ranjith Siyambalapitiya's political career began at provincial level when he was elected to the Sabaragamuwa Provincial Council in 1999. His leadership skills were quickly recognized, and he took on the role of Organizer for the Galigamuwa Electorate. His dedication to public service was also evident in his involvement with various organizations, serving as the Senior Vice President of the Sri Lanka Independent Graduates’ Association and the Convener of the Sri Lanka Independent Students’ Association.

Over the years, Hon. Ranjith Siyambalapitiya has held numerous key positions within the Sri Lankan government. His ministerial roles reflect his versatility and capability in handling diverse portfolios:

Dr. M.M.S.S.B. Yalegama

Secretary to the Non Cabinet Ministry of State Plantation Enterprises Reforms

Dr Sugath Yalegama is a special grade officer of Sri Lanka Administrative Service. He was graduated in year 1994 with a special degree in Chemistry from University of Peradeniya. Dr Yalegama also obtained a Diploma in Information Technology in year 2004 from SLIDA, Master of Business Administration from Nanyang Technological University, Singapore in year 2006, and PhD from University of South Australia in year 2015.

He has served in the academic staff of Chemistry departments at University of Peradeniya and Open University of Sri Lanka for a couple of years, and then as an Environmental scientist at National Building Research Organization, prior to joining Sri Lanka Administrative Service, SLAS in year 1998.

During his career in SLAS, he has served as Assistant Secretary at the Ministry of Environment on Climate Change, Ozone layer depletion and Air Pollution; as a Senior Consultant at Sri Lanka Institute of Development Administration (SLIDA); Director at the Trade and Investment Department of General Treasury; Senior Assistant Secretary at the Ministry of Transport; Director (Planning) at the Ministry of National Policies and Economic Affairs; Registrar of NGO Secretariat; Additional Secretary (Sustainable Development) at the Ministry of Sustainable Development and Wildlife; Director General at the Sustainable Development Council; Additional Secretary (Policy and Projects) at the Ministry of Urban Development and Housing; and Actg. Director General of Coast Conservation and Coastal Resource Management Department; before being appointed as the Secretary to the Ministry of State Plantation Enterprise Reforms.

Sri Lanka Vehicle Emission Testing programme and Capacity building programme for SLAS officers at SLIDA are programmes that he pioneered. He is also the founder and first Director General of Sri Lanka Sustainable Development Council. He led the process of conducting the first voluntary national review of Sri Lanka on Sustainable Development, which was presented to the UN High Level Political Forum held in New York in 2018. He also led the process of preparing the National Policy and Strategy of Sustainable Development with USAID assistance while at the Sustainable Development Council.

Dr Yalegama has also represented the country in several delegations as the team leader, and as a team member at both technical level and policy level, served as a member of delegation in international negotiations, served as a panellist in national and international events, moderated sessions in national and international conferences and symposia, conducted seminars and capacity building sessions for senior public officers, and written articles to international journals. He has also served as an expert, a team leader and editorial board member of national assignments and reports, especially on climate change, air pollution and sustainable development related matters.
